White House confirms TikTok joint venture while Oracle names two new co-CEOs
Oracle (ORCL) shares rose 3% Monday following confirmation from the White House that the software giant will play a central role in a new joint venture controlling TikTok’s U.S. operations. The announcement, paired with Oracle’s leadership restructuring, underscores a transformative moment for the company.
According to a senior White House official, the deal will move TikTok’s U.S. operations under a newly formed American-led entity. Oracle and private equity firm Silver Lake will lead the consortium, while TikTok’s parent company, ByteDance, will retain less than a 20% stake. Importantly, the venture will also “copy” TikTok’s recommendation algorithm, placing it under U.S. control where it will be retrained and overseen by Oracle as the designated security provider. Government officials will inspect the algorithm regularly to ensure compliance with national security standards.
The U.S. government, while not taking an equity stake or board seat, may collect fees for facilitating the deal. President Trump is expected to sign an executive order later this week, formally approving the agreement as meeting national security needs.
Analysts view Oracle’s involvement positively, citing the company’s existing relationship with TikTok. Oracle already manages TikTok’s U.S. user data through its Oracle Cloud Infrastructure (OCI), which contributed an estimated 5% of OCI revenue in fiscal 2025, according to MorningStar analyst Luke Yang. The expanded role solidifies Oracle’s position as a key player in the U.S. technology-security landscape.
Separately, Oracle announced a major leadership change. Safra Catz, CEO since 2014, will transition to executive vice chair of the board. Replacing her are two co-CEOs: Clay Magouyrk, formerly head of Oracle Cloud Infrastructure’s AI business, and Mike Sicilia, president of Oracle Industries. The move signals a generational leadership shift as Oracle doubles down on cloud and industry-specific solutions.
Together, the TikTok deal and leadership transition mark a pivotal moment for Oracle’s growth strategy and future influence.
